Step 2 - Test the ICM. Disconnect the black/yellow, white/blue, and yellow/green wires from the ICM. Turn on the ignition. Attach one lead of the multimeter to the black/yellow wire, and ground the other lead to a nearby piece of metal. The multimeter should give a reading of about 12 volts.

I have a 2013 Civic LX with roughly 350,000 miles. Lately, it's been having intermittent starting issues. Dash lights come on like they are supposed to, accessories work, fuel pump engages, but the engine will not even attempt to turn over. No sound from starter.
